VIENNA, Austria - U.S. and European delegates at an emergency meeting of the International Atomic Energy Agency worked today to broaden support for Iran's virtually certain referral to the U.N. Security Council over its nuclear program.

The U.N. nuclear watchdog is considering a U.S.-backed resolution sponsored by Britain, France and Germany that would open the door to possible Security Council action against Iran.

Diplomats said it was virtually certain the agency's 35-nation board would adopt the resolution. But the meeting could drag into Saturday, one day past its scheduled end, because the sponsors and their supporters were intent on getting the widest possible ...
