Article: House to start over on health care coverage effort: Kiss says he wants Manchin proposals to pass but hopes lawmakers can still address cost shifts

The House of Delegates has decided to start over on its effort to expand health care coverage for the uninsured rather than try to work out differences with the Senate, which rejected the lower chamber's move toward universal basic care.

House Speaker Bob Kiss said the House's goal was to set up a mechanism to have a public discussion about health care costs and the shifting of the price of caring for the uninsured to people who have insurance.

"We're not giving up on anything," said Kiss, D-Raleigh. "Our goal wasn't necessarily universal coverage. Our goal was to do something about the cost shift, to do as much as you can to get the uninsured covered."
