Article: Trouble likely ahead for State Road Fund

With Gov. Joe Manchin expected to request special funding for highway projects this week, lawmakers were reminded the normal source for such money, the State Road Fund, cannot make ends meet.

The fund has proved unable to keep pace with inflation, increases in vehicle fuel efficiency and other changes, said Director Tom Witt of West Virginia University's Bureau of Business and Economic Research.

While the fund also relies heavily on federal dollars, the state's share comes mainly from registration fees and taxes on gasoline and auto titles. Witt told a joint interim Finance subcommittee that the state's share, when taking inflation into account, peaked in 1994 at $609 ...
