While the state struggles to find money to build and maintain highways, state Legislators continue to siphon thousands of dollars from the road fund each year for regional highway authorities that lobby for new roads, pay for Web sites and print colorful brochures. A 2004 study by West Virginia Universitys Bureau of Business and Economic Research concluded that the road fund is not keeping up with inflation. The study found that West Virginia cannot properly maintain its highway system unless it increases taxes or fees. But that didnt stop state legislators from increasing the road fund money
