Moves to provide universal free school meals will be given a
timely boost tomorrow with the publication of an independent expert's
report backing the measure as "visionary and achieveable".
The report by Dr David Player, a former director of the Health
Education Board for Scotland (Hebs) and of the Health Education
Council for England and Wales, provides a heavyweight counterbalance
to the rejection last week by the Scottish parliament's education
committee of the proposed legislation as "not capable of addressing
all of the complex issues ... the sponsors of the Bill say it seeks
