Three years have passed since OSHA promulgated 29 CFR 1910.146, "Permit Required Confined Spaces." Fatalities and accidents due to confined space activities continue to be reported nationwide each year.

One must recognize that confined spaces present an array of hazards, ranging from atmospheric hazards, to physical hazards, to those due to emergency operations. Each hazard can be effectively addressed via comprehensive planning and preparation and by following safety procedures. The basic program discussed here can be easily adapted to an employer's specific needs.
