FINDINGS OF FACT, CONCLUSIONS OF LAW, AND ORDER
By letter dated July 29, 2003, The Department of Natural Resources (Department) informed Kirk and Diana Burnstad that Department staff had conducted field investigations and determined that a pier they placed on the bed of Swan Lake in the Town of Pacific, Columbia County was unlawful.
