Dear cadets!

I was glad to accept the invitation to come here to Roosta to open our higher national defence courses. I use this opportunity to introduce to you the more general and specific viewpoints of the Government of the Republic on the development of national defence.

I am also glad that I see among you several people, whose work is known to me from entirely different situations. Meeting old acquaintances, however, is by far not the only reason to rejoice.
