The following is Rep. John J. Duncan, Jr.'s (R-TN) opening statement from today's hearing on the reauthorization of the Chesapeake Bay Program and H.R. 4126, "The Chesapeake Bay Restoration and Enhancement Act," legislation introduced by Rep. Wayne Gilchrest (R-MD).
