The application of labor in production continues to be the most fundamental relationship in every economy, including that of the Midwest. As part of its project to assess the Midwest's economic turnaround, the Federal Reserve Bank of Chicago recently conducted a symposium on regional work force developments and related policy issues. This Chicago Fed Letter presents the findings from that symposium and highlights several unresolved yet critical issues.
