Article: Govt may cut creamy layer out of quota cake

New Delhi, May 25 -- IN ORDER to pacify those against the imposition of quotas for OBCs in central institutes of higher education, the government is planning to insert a clause in the enabling bill, barring the creamy layer from the quota net. The government will later decide who exactly qualifies as a member of the creamy layer.

The Centre is also seriously planning to extend OBC quotas to the 102odd deemed universities in the country. This will bring private education institutions that directly come under the University Grants Commission into the quota net.

The government is likely to insert clauses to facilitate both these proposals in the draft bill on 27 per cent reservation for OBCs ...
