With Congress returning to session this week following the decision by the Department of Homeland Security to cut homeland security funding for New York, Rep. Sue Kelly took to the House floor today to call on the Administration to reassess its decision. "For many months since 9/11, Congress has been working to convince this Administration that a risk-based distribution formula is the right way to protect Americans in cities like New York that are most vulnerable to terrorist attacks," Kelly said on the House floor.
