In today's Federal contracting environment, we know two things are certain: budget reductions and cost effectiveness are the drivers. This means contract managers and engineers (knowledge workers) need to work smarter to minimize waste.
Working smarter to reduce waste, however, is very difficult when the acquisition paradigm seems to only reward contractors to do just the opposite. If we could build TQM principles into the way cost plus contracts are currently administered, we could significantly reduce waste in the system and thus reduce the cost of the government systems acquisition process.
