Article: New commission to study viability of transition programs

Programs that help veterans ease back into civilian life will be studied by an independent commission and rated as to their effectiveness, according to a law signed by President Clinton.

The Veterans Benefits Improvements Act of 1996 (see above), signed by Clinton on Oct. 9, establishes a 12-member bipartisan commission, which will be appointed by the end of 1996.

It will evaluate transition and rehabilitation programs and determine if the programs do in fact help former GIs get jobs and help disabled veterans adjust to civilian life.

The commission also will seek to determine if the departments of Defense and Veterans Affairs should continue to administer current programs. Its report ...
