Rep. Marty Meehan (D-MA) a senior member of the House Armed Services Committee today released the following statement on the Pentagon's release of the new Army Field Manual. Meehan previously wrote to Secretary of State Condoleezza Rice on June 8, 2006, to express his concern about preliminary reports that the new Army Field Manual would ignore the ban on torture of detainees in U.S. custody as outlined by Article 3 of the Geneva Conventions.
