Attendance figures at Antietam National Battlefield and New Market Battlefield Park in Virginia have leveled off since the year after Ken Burns Civil War TV documentary aired in September 1990. But this has not discouraged Quad-State efforts to lure more heritage tourists to the region.
The key to developing tourism is, of course, marketing, but more important is having a product to market. In this case it might be called infrastructure development. This means turning lands where Civil War battles were fought into battlefield parks with interpretive signs. It means building museums and visitor centers with high-tech, touchy-feely exhibits and other attractions.
