Article: Maryland Inventor Develops Data Rate Adjuster

ALEXANDRIA, Va., Oct. 7 -- Stephen K. Vernon of Columbia, Md., has developed a data rate adjuster that uses transport latency.

According to the U.S. Patent & Trademark Office, the invention relates to an "apparatus and method for reducing the data rate in a network using a delay processor. A configuration table determines the amount of delay. A slowly changing amount of delay can be used in place of a fixed amount."

The inventor was issued U.S. Patent No. 7,116,636 on Oct. 3.
