In the 1990s civil wars constituted 94% of all world conflicts, and approximately 90% of all war victims were non-combatants. Consequently, it is appropriate and timely that someone, like Roland Paris, conduct a study of the peacebuilding strategies that have been employed in such conflict-ridden countries in order to assess their premises and effectiveness. Paris focuses on peacebuilding programs conducted under the United Nations umbrella and begins with a discussion of their ideological foundations.
