Philbrick today joined United States Department of Agriculture (USDA) Natural Resources and Environment Under Secretary Mark Rey and Assistant Administrator of the U.S. Environmental Protection Agency's (EPA) Office of Water, Benjamin Grumbles as the two federal agencies signed a partnership agreement to establish and promote water quality credit trading markets.
