On the banks of the West River at John and Betty Colhoun's Ivy Neck Farm Farm in Harwood, Md., Secretary of Agriculture Lewis R. Riley and Secretary of the Environment Kendl P. Philbrick today joined United States Department of Agriculture (USDA) Natural Resources and Environment Under Secretary Mark Rey and Assistant Administrator of the U.S. Environmental Protection Agency's (EPA) Office of Water, Benjamin Grumbles as the two federal agencies signed a partnership agreement to establish and promote water quality credit trading markets.
