The government of United Kingdom's Ministry of Defence's Royal Navy issued the following news release:

When 16-year-old Frank Reed stood proudly on the parade ground during his Passing Out Parade at HMS Raleigh in 1967, he did not dream that 39 years later, almost to the day, he would be back on parade, but this time as the VIP inspecting officer.

Commodore Frank Reed began his Royal Navy career as a Junior Probationary Medical Technician. He had arrived at the gates of HMS Raleigh in October 1967 to begin the six weeks training that would turn him from a civilian into a sailor.
