ALEXANDRIA, Va., April 19 -- Pi-Chao Chang of Dali City, Taichung Hsien 412, Taiwan, has developed a rotary cutter, and more particularly a rotary cutter having a retractable and receivable cutter blade.
According to the U.S. Patent & Trademark Office: "A rotary cutter includes a housing, a swing member rotatably attached to the housing and having a trigger extended out of the housing and having a curved slot and an enlarged opening communicating with each other.
