Quota-Free Era: Changes in the Last Two Years

The Multi-Fiber Arrangement (MFA) under which quotas emerged was put in place in 1974 to protect the textile and apparel industries in advanced nations. The quota system restricted global textile and apparel trade, but it also provided poorer nations a market in advanced nations. Currently, global textile and apparel trade has reached nearly US$500 billion, and it is projected to reach US$800 billion by 2010.

The MFA expired in 1994, but quotas continued under the World Trade Organization (WTO) with the understanding that they would be terminated at the end of 2004, and a quota-free era would emerge from January 1, 2005. This happened and the winds of change are palpable.
