A "financially distressed" status remains with Scranton five years after it was declared. The status has not deterred business development in the city, although some observers say little has happened to change Scranton's financial situation.
Representatives involved in Scranton's financial recovery say the process has been difficult. Disagreements between Scranton Mayor James Connors and city council over what strategies to implement have hindered progress.
