High and Dry: The Texas-New Mexico Struggle for the Pecos River By G Emlen Hall, 2002
Before coming to the University of New Mexico, law professor G Emlen Hall worked at the New Mexico Office of the State Engineer. There, he was involved with the Texas v. New Mexico Supreme Court lawsuit over the water New Mexico owed Texas under the Pecos River Compact. Hall hits all the details of the case, writing about water law and management in the state. The book, then, is the perfect primer for New Mexico water law, an issue important to each and every resident of the state.
