The Kentucky Attorney General issued the following open records decision:

Summary: Decision adopting 98-ORD-178 and 98-ORD-6 and holding that Garrard Circuit Court Clerk is not bound by, and therefore did not violate, Open Records Act in the disposition of inmate request for trial transcript.

This matter having been presented to the Attorney General in an open records appeal, and the Attorney General being sufficiently advised, we find that the Garrard Circuit Court Clerk is not bound by the provisions of the Kentucky Open Records Act, and therefore did not violate the Act in its disposition of James T.
