Recently proposed legislation in the House of Representatives seeks to bring new state and local vehicle rental excise taxes in line with fees paid by other leasing businesses.
According to the proposal, introduced May 23 by Reps. Rick Boucher (D-Va.) and Chris Cannon (R-Utah), excise taxes on vehicle rentals, vehicle rental companies and the properties owned by those companies would be deemed discriminatory, unless the fees also applied to other businesses that lease "tangible personal property."
In addition, vehicle rental taxes that are significantly steeper than taxes levied against other leasing businesses also would be considered discriminatory in the proposal.
