Arkansas is planning to increase funding for drug courts and expand opportunities for treatment to reduce recidividism among drug users.
Without a change in the number of drug users, particularly those addicted to meth, the state projects the need for a new 2,500-bed prison within five years. Under current law, meth offenders serve longer sentences than the state average.
