Vermont is considering the creation of a committee of top law enforcement officials to design a comprehensive plan to reduce the crime rate and offender recidivism over a 10-year period.
Vermont would create a working group, to be known as the "10-10-30 committee," to develop a 10-year plan to decrease selected crime rates by 10 percent and to decrease the number of Vermont offenders confined to correctional facilities by 30 percent.
State Senator John Campbell said a study by the legislature found that the prison population had doubled over the past decade, primarily due to a surge in convictions for nonviolent crimes.
