Probable cause to make an arrest on one count of a multiple-count charge against a suspect does not shield an officer from a civil rights lawsuit for malicious prosecution in relation to the charges that were dismissed, said the 3rd Circuit Court of Appeals.
Probationer Gamal Johnson threatened Pennsylvania Probation Officer David Knorr during an incident at the probation office in Philadelphia.
