In 1992 the United Nations approved the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction (Convention), which was scheduled to enter into force in 1995. The Convention provides for a comprehensive ban on chemical weapons and establishes a verification system by which a special committee would perform on-site inspections of chemical plants to verify a country's compliance with the terms of the Convention.
