New York Governor Eliot Spitzer has reached agreement with legislative leaders on the need to expand DNA testing to all felons.
The Senate overwhelmingly passed its version of DNA legislation, S 5848, based on the governor's recommendation to require DNA samples from every person convicted of a crime, along with those who are on probation, parole supervision or registered as sex offenders.
The bill extends the statute of limitations for cases based on DNA evidence and provides greater access to this information for defendants and those wrongly convicted.
