The real estate investment authority under the federal savings institution charter has important operational and public policy dimensions. It has emerged as a key issue for the industry in the current debate in Washington about the future of the federal thrift charter (and thrift holding companies) and financial modernization.
Critics of the real estate investment authority seem to base their concern on whether the safety and soundness of individual institutions and the financial system itself is threatened by the authority of thrifts to invest directly in real estate.
