The New York state legislature passed a congestion pricing bill on July 26, shortly before TRANSPORT TOPICS went to press.
The bill authorizes the state to create a commission to study ways to alleviate congestion in and around New York City, including Mayor Michael Bloomberg's congestion pricing plan.
Bloomberg's plan called for older trucks entering Manhattan below 86th Street between 6 a.m. and 6 p.m. on weekdays to be charged $21. Trucks meeting current federal emission ...
