Navy forces foster regional cooperation with Latin American states
Southern Comfort
Naval Forces Southern Command attracts the services of up to 24 states for its exercises.
* Even Nicaragua and Bolivia are on the list. Venezuela is not.
* The goal: "Personal relationships with partner navies."
* The U.S. imports 30 percent of its oil from the region, which consumes 40 percent of U.S. exports.
* Coming: Better communications gear for some forces in the region.
