THE PRETRIAL SERVICES ACT of 1982 instituted pretrial services in the federal criminal justice system, but current management and organizational thinking holds that instituting an outcome measurement system is key to seeing pretrial services mature and fully develop in its second 25 years. The federal pretrial services system has recently begun the process of instituting such a system. This article is a discussion of that plan and the first task it is undertaking: the improvement of data quality.
