"Having just read the Greater Richmond Chamber of Commerce report, commissioned in March 2007 to Dr. James Crupi, I make the following remarks: 1. I am flattered the report recognizes the decrease in crime, which was one of the original report's remarks 15 years ago relating to Richmond as being a 'murder capital.' In this regard, the statistics show that in 2004 Richmond was ranked 5th in the nation per capita. In 2005, Richmond was rated 15th. Over the past couple of days it was reported that Richmond is ranked 29th for 2006, and our Chief of Police expects Richmond's future ...
