A new National Intelligence Estimate (NIE) reports Iran halted its nuclear weapons program in 2003.

Compiled by agencies comprising the U.S. Intelligence Community, the complete NIE wasn't made public, but eight pages summarizing its key judgments were released.

By definition, an NIE is an estimate, and its judgments are qualified by terms measuring likelihood, such as high and low confidence.
