"Access to university remains largely the domain of the well-off," says the Canada Millennium Scholarship Foundation in its latest report. Although university participation rates have risen across all income groups, the gap remains.
That fact of life troubles many people who work in student financial aid and who do research in this area. Whether the student financial aid system can become an access tool is the real question, according to the Millennium Foundation's associate executive director, Andrew Parkin.
