Transportation and Communications Secretary Leandro Mendoza, who is also the concurrent Air Transportation Office (ATO) chief, said he is hoping Congress could pass the bill creating the Civil Aviation Authority of the Philippines by February this year, so the government can immediately institute reforms in the country's aviation industry.
The need to speed up reforms in the country's aviation industry stems from the downgrading of the US Federal Aviation Administration (FAA) of the Philippine's ratings from Category 1 to Category 2 to reflect safety concerns. Twenty other countries were also downgraded.
