The city of Seattle issued the following news release:

In December 2007, the Seattle based firm Arai Jackson Ellison Murakami LLP (AJEM) was selected by the Seattle City Council to study the necessity and feasibility of a Disaster Preparedness & Home Safety Center that would serve the greater Puget Sound region and Washington State as a whole; as well as be the first of its kind in the United States. The initial idea for this project came from a May 2007 international study mission to Fukuoka, Japan sponsored by the Seattle Trade Development Alliance of Greater Seattle and the Greater Seattle Chamber of Commerce.
