Highlights and Key Issues
* The security situation in the east has deteriorated further. As well as the proxy war between Chad and Sudan fought by rebel groups, fighting between the Chadian government troops and internal opposition parties has intensified after a Libyan-brokered peace agreement broke down. Three opposition parties have united to depose long-reigning President Dèby.
* After a long delay and much wrangling, a 3,500-strong EU force is to be deployed in February along the Sudan border to protect large numbers of Darfur refugees as well as internally displaced persons.
