Article: Congestion Pricing Could Benefit Trucking By Boosting Productivity, FHWA's Ray Says

WASHINGTON - The acting head of the Federal Highway Administration said he believed increased use of congestion pricing could be a boon to the trucking industry.

"What we would hope is by going from gridlock to basically free-flow conditions, their productivity levels would increase more than enough to offset the revenue that is generated off of a facility," James Bay told TRANSPORT TOPICS during a March 25 interview.

Ray, who is expected to lead the agency until the end of the Bush administration in January, said he believed the ability of fleets to make more deliveries would increase productivity and make congestion pricing schemes more palatable.
