MAYOR DELLUMS: Good morning, everyone. Thank you all for being here. I'm going to be very brief, because I want this to be a conversation among all of us here and with you and the Governor.
As all of us know, there are a number of problems in our national economy that had ripple effects across our state and in our local government, created deficits which, more often than not, were counterintuitive to politicians, because they like to have budget increases so you can fund new programs and expand new ideas.
