Abstract
Rural poverty in the United States has become as intense as that found in the inner cities, and has stubbornly resisted a variety of attempts at mitigation through economic development policies. The latest strategy for addressing this problem is the encouragement of emerging "home grown" enterprises in rural communities. This paper examines an approach to rural social capital building that is based on the specific needs of the entrepreneurs to be served as defined by the context in which they operate.
