Conference on Disarmament

On March 28, the 65-member Conference on Disarmament concluded the first of its three working periods this year without starting any arms negotiations. Members have been trying to adopt a work package that was first proposed last year, but China, Iran, and Pakistan are blocking the necessary consensus. The package calls for negotiations on a fissile material cutoff treaty to end the production of plutonium and highly enriched uranium for weapons purposes and for less formal discussions on three other topics: nuclear disarmament, prevention of an outer space arms race, and guarantees that countries without nuclear arms will not be attacked with such weapons.
