Nearly three years after Hurricane Katrina devastated large swaths of the Gulf Coast, tens of thousands of the region's people remain displaced due to a dearth of affordable housing. Particularly hard hit have been more than 5,000 families who lived in New Orleans public housing developments before the storm, as developers and local and federal officials have moved to raze the developments in favor of "mixed income" housing.
