Carmen Ingram is used to having tiny hands pulling on her coattail as well as the strings of her heart. In addition to being the proud parent of Devon, 4, and Caitlin, 3, this Hilliard resident has spent the past four years serving as a foster parent for Franklin County Children Services. During this time she has opened her home to 15 energetic, cute and often challenging infants and toddlers.
Ingram, a professional hair stylist and make-up artist, licensed in both California and Ohio, never envisioned becoming a parent.
