It's hard to go up a down escalator. Rutland County leaders had already been concerned about lackluster business growth, stagnant population growth, and the youth drain that has threatened to hit much of Vermont with a demographic tsunami when the Baby Boomers retire. Adding on the war effort (which has cut into federal help), the housing-led credit crunch (which has made financing more of an issue), record petroleum prices (which don't help manufacturers or tourism dependent businesses, and strongly affect agriculture) and soaring food prices (a punch in the gut for everyone) have made this a challenging year, to say the least.
