Most businesses would not have a price disparity that accepted a 60 percent bill payment from some clients while charging others as much as 132 percent of their payment. Neither would a viable business seek donations to stay afloat. It is also unlikely that any business would plan its annual budget in expectation that the people it serves really don't improve their lot, because that would mean less revenue.
