The postcard-perfect capital of French Canada is going all out this year for a quadricentennial celebration awash in history and joie-de-vivre

On Québec City's Plains of Abraham in early February, rubber dinghies crammed with rosy-cheeked, screaming revelers swoop down snow tubing slides at breakneck speed. On the flat, snowcrusted field nearby, teams of hardy young men wrestle 26-foot-long wooden canoes around an obstacle course, in a warm-up contest for the real thing: the famed ice canoe races across the partly frozen St. Lawrence River. They'll drag the heavy vessels across mushy ice when they have to, paddle when they can, and risk hypothermia and physical injury the whole time.
